The Ghana Ports & Harbours Authority (GPHA) has clarified that port congestion alone does not justify a GH₵12 increase in cement prices. The GPHA stated that several operational and commercial factors determine the cost of bringing clinker and cement through the Port of Tema.
This clarification follows a press release from the Chamber of Cement Manufacturers, Ghana (COCMAG). COCMAG had attributed the recent price increase to congestion at the Port of Tema. The GPHA emphasized that the entire logistics and supply chain, not just port operations, influences final cement costs. This includes vessel planning, discharge efficiency, and inland transportation.
This development occurs amidst ongoing concerns about inflation and supply chain bottlenecks affecting Ghana's economy. The construction sector, a major consumer of cement, faces rising input costs. This can impact housing affordability and infrastructure development projects across the country. The GPHA's statement highlights the complex interplay of factors influencing commodity prices in Ghana's import-dependent economy. Data from the Ghana Statistical Service consistently shows construction materials as a significant contributor to producer price inflation.
The GPHA noted its responsibility to serve all port users while ensuring safe and hygienic operations. It stated that handling food-related cargo like rice and wheat must be separate from cement and clinker operations. This separation is critical for allocating and using berths effectively. The authority also mentioned strategic dredging works completed at the Port of Tema. These works increased depths at Berth 13 to 14 metres and Berth 14 to 12 metres. This allows cement companies to use larger vessels and benefit from economies of scale, potentially reducing unit logistics costs.
The GPHA further explained that berths 3, 12, 13, and 14 are designated common-user berths for cement and clinker. These berths are shared among several companies and cannot be exclusively dedicated to one importer. The authority also reminded manufacturers that the Port of Takoradi offers an additional option for cement and clinker handling. They encouraged companies to consider the most efficient combination of ports, vessel sizes, and discharge arrangements. The GPHA also pointed out that inefficient cargo evacuation significantly slows operations. A vessel carrying 40,000 tonnes of clinker can occupy a berth for weeks if trucks are inadequate or delayed.
Looking ahead, the GPHA is modernising cement and clinker handling at the Port of Tema. This initiative aims to move away from traditional grabs and hoppers towards more efficient systems. The authority urged cement companies to invest in these new technologies as they are introduced. Adopting modern handling systems will improve discharge rates and reduce vessel turnaround times. This will ultimately optimise berth utilisation and contribute to a more competitive port operation. Stakeholders should therefore consider the full logistics chain when assessing cement price changes.
