Bank of Ghana to Launch Continental Fintech Sandbox

    The Bank of Ghana will establish a continental fintech sandbox, launch a national innovation hub, and introduce a separate legal framework for fintech regulation. Governor Johnson P. Asiama made these announcements at the close of the 2026 3i Africa Summit in Accra. These measures are part of a broader strategy to strengthen Africa's digital financial ecosystem.

    These initiatives will improve regulatory coordination and support the growth of financial technology (fintech) across the continent. The planned continental sandbox will allow fintech firms to test products and services in a controlled environment across different African countries. This supports ongoing discussions about licence passporting, which allows a single licence to be valid in multiple jurisdictions, and supervisory convergence among regulators.

This Act provides a legal framework for businesses dealing with digital assets. The central bank also issued a directive for digital credit service providers. It amended its Cyber and Information Security Directive to boost resilience against cyber threats in the financial sector.

    These actions show a shift towards more formal oversight of digital finance. African regulators are trying to balance innovation with financial stability and protecting consumers. Dr. Asiama cautioned that successful implementation will determine if the continent can turn fintech growth into lasting economic gains. Africa's financial technology sector needs 'patient capital' and stronger teamwork among institutions to expand innovation across the continent.

    The push for harmonised financial systems and regulatory standards by African policymakers is crucial. It supports an integrated digital finance agenda for the entire continent.
