Bank of Ghana Governor urges real fintech deployment beyond sandboxes

    Dr. Johnson Asiama, Governor of the Bank of Ghana (BoG), has strongly advocated for Africa to transition from fintech experimentation to widespread rollout. He seeks to scale regulated digital financial solutions that provide tangible economic benefits. Dr. Asiama made these comments at the Future of Finance Dialogue during the 2026 3i Africa Summit.

    The Governor specifically highlighted that the continent has abundant ideas, frameworks, and pilot programmes. However, he stressed implementation remains the primary hurdle. He views regulatory sandboxes not as temporary testing grounds, but as routes to full market participation and innovation growth. The success of fintech innovation, he noted, should be measured by the number of solutions that become trusted, regulated, and scalable services. These services must improve lives and support businesses.

    This push aligns with Ghana's broader economic strategy to leverage technology for financial inclusion and economic modernization. The Bank of Ghana has actively promoted digital payments and financial innovation for years. This focus on scaling also reflects a trend of integrating technology into core economic sectors. Data from the BoG indicates that digital financial transactions have seen significant growth annually. For example, mobile money transactions reached GHS 1.2 trillion in 2023, showcasing the potential for further digital expansion.

    “We do not lack ideas, frameworks or pilots, we have these in abundance. The harder question is how we move from controlled experimentation to scaled regulated deployment,” Dr. Asiama stated at the summit. He added that, “Regulatory sandboxes must become bridges to real market entry. The measure of a sandbox is not how many firms are admitted.” This firmly positions the BoG's stance on the next phase of fintech development.

    Moving forward, policymakers and financial institutions will likely focus on creating clearer pathways for fintech companies to exit sandboxes and enter the mainstream market. This will involve streamlining regulatory processes and fostering collaboration between fintechs, traditional banks, and regulators.
