Ghanaian financial institutions and private developers have accessed 35.5 million dollars in housing and mortgage financing. This funding comes through Ghana's partnership with Shelter Afrique Development Bank. The government also launched a comprehensive assessment to address the country's persistent housing deficit.

This assessment, called the Ghana VIRAL Model Assessment, will identify key barriers. It will pinpoint policy, institutional, regulatory, and financing challenges slowing affordable housing delivery. The assessment aims to provide a clear roadmap for attracting greater investment into the housing sector. It will examine five critical pillars: institutions, regulations, market actors, financing, and local housing initiatives.

This initiative fits into Ghana's broader economic strategy to improve living standards and stimulate growth. A significant housing deficit impacts productivity and social stability. Addressing this shortage can create jobs and boost related industries. The government's focus on attracting private sector investment aligns with its goal of reducing reliance on public funds for development projects. This move also reflects a trend towards public-private partnerships in critical infrastructure sectors.

The Minister for Works, Housing and Water Resources stated that the initiative would generate evidence-based recommendations. These recommendations will strengthen Ghana's housing ecosystem. The National Home Ownership Fund is implementing this project in partnership with Shelter Afrique Development Bank. The findings will improve coordination among housing stakeholders and strengthen the country's housing finance architecture.

The government expects these reforms to increase the supply of affordable housing. They will also expand access to mortgage financing for ordinary Ghanaians. Officials are seeking to deepen the partnership with Shelter Afrique Development Bank by settling outstanding capital subscription obligations and arrears. This action is expected to unlock additional financing opportunities and technical support. Ghana's re-election to Shelter Afrique Development Bank's Board of Directors for another three-year term, starting in July 2027, further underscores its commitment.

The assessment's findings will inform discussions at the National Conference on Housing Finance later this year. Policymakers, financial institutions, developers, and other industry stakeholders will consider reforms at this conference. These reforms aim to expand affordable housing finance and increase investment in the sector. The assessment intends to produce practical recommendations to accelerate affordable housing delivery and improve home ownership opportunities for Ghanaians. This strategic move is crucial for long-term economic stability and social development.
