Ghana Unemployment Rate Remains Above 12 Percent

Official data from the Ghana Statistical Service contradicts claims of a 6.4% unemployment figure.

Ghana's official unemployment rate stands at 13% for the third quarter of 2025, according to the Ghana Statistical Service (GSS). This figure contradicts a recent claim by Dr. Ishmael Nii Amanor Dodoo, Chief Partnership Officer of the 24-Hour Economy Secretariat, who stated the rate had fallen to 6.4%. Dr. Dodoo made his assertion during a July 22, 2026, interview on JoyNews' The Pulse. He suggested a drastic reduction from 14.1% to 9.4%, and then to approximately 6.4%. This statement was made while discussing the 24-Hour Economy programme's progress and its potential impact on job creation. He further indicated an ambition to reduce the rate to about 5%. This claim, however, lacks support from any official data published by the GSS. The latest available labour market statistics are detailed in the GSS's Quarterly Labour Force Survey, released in December 2025. This report specifically covers the third quarter of 2025, showing a 13% unemployment rate. The 2026 Mid-Year Budget Review, presented by Finance Minister Dr. Cassiel Ato Forson on July 23, 2026, corroborates the GSS data. It reports an average unemployment rate of 12.8% for the first three quarters of 2025. This represents a modest decrease from 13.7% over the comparable period in 2024. Ghana's economy has faced persistent challenges with job creation, particularly for its youthful population. High unemployment rates can strain public finances through increased social welfare demands and reduced tax revenues. The discrepancy between official figures and public statements can erode public trust in government data and economic policy pronouncements. According to the GSS, the unemployment figures for 2025 were 12.8% in Q1, 12.6% in Q2, and 13% in Q3. The average across these three quarters is 12.8%, aligning with the Mid-Year Budget Review. This data indicates a slight decline from 13.1% in the fourth quarter of 2024. Dr. Ishmael Nii Amanor Dodoo's claim of a 6.4% unemployment rate is unbacked by any official statistics. A reduction from 13% to 6.4% within six months would signify an unprecedented shift in Ghana's labour market. Such a dramatic change would typically result from a massive increase in employment, a significant alteration in labour force participation, or a change in statistical methods. No official GSS publication documents such a development. This situation highlights the critical importance of accurate data in public discourse and policy formulation. Stakeholders, including investors and citizens, rely on credible statistics to make informed decisions. The government's commitment to addressing unemployment must be grounded in verifiable data to ensure effective interventions and maintain economic stability. Moving forward, the public and economic analysts will closely monitor future GSS releases for any significant shifts in labour market indicators. Policymakers must ensure that all public statements regarding economic data are consistent with official, verifiable sources. Maintaining data integrity is crucial for Ghana's economic credibility and investor confidence.
