Bagbin Pushes for Pragmatic Approach to Sexual Rights Bill

    Parliament aims for consensus on sensitive legislation ahead of African Family Values Conference

    Speaker of Parliament Alban Bagbin has called for a just, pragmatic, and consensual approach to the Human Sexual Rights and Family Values Bill 2025. He stated this during the opening of the Second Meeting of the Second Session of the Ninth Parliament on Thursday, May 21.

    The Speaker acknowledged the significant public interest surrounding the bill. Parliament's relevant committee has already conducted public hearings and consulted with various groups. Mr. Bagbin urged the committee to present its report for consideration and passage before the end of the current parliamentary meeting. He stressed that Parliament passes laws that reflect the will of the people, not decrees.

    This legislative process is taking place within a broader context of discussions on national values and sovereignty in Ghana. Mr. Bagbin highlighted that the Human Sexual Rights and Family Values Bill 2025 is one of several important bills requiring speedy and transparent processing. Other significant legislation includes the Constitution of the Government Bill, the Parliamentary Transition Bill, and the Parliament Bill. These efforts signal a push for legislative renewal and clarity on key governance matters.

    Mr. Bagbin also announced that Ghana's Parliament will host the first-ever African Family Values and Sovereignty Conference from Wednesday, June 3, to Friday, June 5, 2026. This conference aims to celebrate and preserve shared African cultural beauty, values, and sovereignty. President John Mahama is expected to attend the opening ceremony. The Speaker encouraged active participation from Members of Parliament (MPs) in this significant continental gathering.

    Beyond legislative matters, Mr. Bagbin clarified the process for arresting MPs. He stated that security agencies do not need the Speaker's permission but must inform the Speaker of the circumstances and allegations. His role is to determine if parliamentary privilege applies. He urged MPs to engage in debates with civility to foster national unity.

    The Speaker emphasised the need for punctuality, discipline, and full engagement from MPs due to the substantial legislative agenda ahead. Parliament reconvened on Thursday, May 21, marking the first sitting of the second meeting after a break for Easter festivities, which concluded on Friday, March 27.
