Ghana Plans Enhanced Human Capital Development

    NDPC Director-General Urges Coordinated Strategy and Sustainable Funding

    Ghana aims to significantly boost its human capital development. The National Development Planning Commission (NDPC) Director-General, Audrey Smock Amoah, has called for better teamwork and consistent money for this important goal. She stated this at a major meeting on May 19, 2026. The future success of Ghana depends on how well it invests in its people. This requires smart planning and putting plans into action across the country.

    Dr. Amoah highlighted that a healthy, skilled, and productive population is key to economic growth. It also helps the country bounce back from challenges and ensures everyone is included in society. The Human Capital Development Strategy is not just about social programs. It is a core plan for growing the economy, increasing productivity, and bringing more people into the national fabric. This strategy links Ghana's long-term dreams with practical steps. These steps will be taken by different government bodies and organizations.

    The Human Capital Development Strategy aligns with Ghana's broader economic plans. These include the Coordinated Programme of Economic and Social Development Policies for 2025–2029. It also fits with the Medium-Term National Development Policy Framework for 2026–2029. The strategy aims to turn Ghana's big ambitions into a people-focused plan. Dr. Amoah identified six main factors for success. These are good coordination and leadership, effective data and tracking systems, money that matches the plan, good reasons for people to help, managing political challenges, and lasting cooperation between different groups.

    Dr. Amoah outlined a 12-month plan to make this happen. This plan includes finishing a draft of the Human Capital Development Strategy. It also involves tracking all the money spent on this by different sectors. Work will be done to create systems for checking progress and working together well. Agreed-upon goals will be set. Pilot projects for early childhood care and development will start in selected areas. Dr. Amoah urged everyone involved to make sure the ideas from the meeting turn into real actions for the nation.

    The dialogue was organized by Oxford Policy Management. The UK's Foreign, Commonwealth and Development Office supported the event. It brought together many important people. Policymakers, people working in development, and experts met to discuss ways to improve human capital development together. Dr. Amoah was joined by Peter Francis Xavier Porekuu, Chief Analyst, and Stephen Ampem-Darko, Principal Planning Analyst.
