Ghana has signed a labour mobility agreement with Masa Depan Building Maintenance L.L.C. of the United Arab Emirates (UAE). This landmark deal aims to facilitate the recruitment of up to 5,000 Ghanaian workers for various projects in Dubai. The jobs will primarily be in construction, building maintenance, and facilities management sectors.
The Memorandum of Understanding (MoU) provides for an initial recruitment batch of 500 workers. This first group will pave the way for the broader target of 5,000 jobs. The agreement seeks to expand international employment opportunities for Ghanaians. It also ensures that recruitment processes are transparent, orderly, and protective of workers' rights and welfare.
This initiative aligns with Ghana's ongoing efforts to address youth unemployment and boost remittances from its diaspora. Overseas employment opportunities provide vital income streams for families and contribute to the national economy. Previous government policies have also focused on formalising labour migration to safeguard citizens abroad. The agreement aims to curb irregular recruitment practices, which often exploit vulnerable job seekers.
Emmanuel Kwadwo Agyekum, the Minister responsible for Labour, Jobs and Employment, signed the MoU with Junhong Deng, Managing Director of Masa Depan Building Maintenance L.L.C. The Ministry will coordinate recruitment in Ghana, verify employment demands, and facilitate trade testing. It will also organise pre-departure orientation covering UAE labour laws and workers' rights. These steps are crucial for promoting safe and orderly migration.
The agreement has significant implications for Ghanaian workers seeking employment abroad. It promises structured pathways to jobs, reducing risks associated with informal migration channels. Decision-makers will closely monitor the implementation of worker protection provisions. These include occupational safety training, a worker welfare officer, and a grievance mechanism. The deal also provides for a Joint Working Committee to oversee recruitment and employment conditions. This will ensure adherence to both Ghanaian and UAE labour laws. The phased recruitment will allow for careful monitoring and adjustments as the program expands.
Masa Depan Building Maintenance L.L.C. will directly employ the recruited workers. The company will be responsible for their wages, accommodation, and insurance. It will also cover specified recruitment-related costs in the UAE. These costs include visa fees, work permits, medical examinations, and air tickets from Ghana. This arrangement protects workers from upfront financial burdens. The agreement also aims to create opportunities for skills transfer. It will support the reintegration of returning workers into Ghana’s labour market. This long-term benefit could enhance Ghana's skilled labour pool.
