The Ghana Revenue Authority (GRA) generated an additional GHS 1 billion in customs revenue during April 2026. This significant increase resulted from the implementation of its new Artificial Intelligence (AI) system, named Publican AI.
This achievement featured prominently in Ghana’s presentation at the 7th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF). The international forum took place in Jakarta, Indonesia, from October 13 to 15, 2026. The Publican AI system specifically targeted customs revenue, showing its immediate impact on tax collection efficiency.
Ghana's economy has faced persistent challenges in revenue mobilisation, making this technological advancement crucial. The country has often struggled to meet its revenue targets, impacting public spending and debt management. Integrating AI into tax administration aligns with broader government efforts to digitise public services and improve financial governance. This move also supports the government's long-term strategy to broaden the tax base and reduce reliance on external financing.
Ms. Elsie Appau-Klu Esq., Technical Adviser to the Commissioner-General of the GRA, led the Ghanaian delegation. She delivered a keynote address during a panel discussion on digital transformation. Her presentation, titled “From Tax Informalisation to Smart Taxation: The Ghanaian Experience and Shared Paths for Belt and Road Jurisdictions,” detailed Ghana's innovative approach. She emphasized combining advanced technology with accessible tax payment systems, especially for businesses in the informal economy. This strategy aims to bring more economic activities into the formal tax net, ensuring fairer contributions from all sectors.
This successful deployment of AI in tax collection signals a new era for revenue mobilisation in Ghana. The GRA's ability to leverage technology for such substantial gains could encourage further investment in digital infrastructure across other government agencies. Future efforts will likely focus on expanding the Publican AI system's capabilities to other tax types and ensuring its sustained effectiveness. Decision-makers will closely watch how these digital initiatives contribute to Ghana's overall fiscal health and economic stability. The success could also serve as a model for other developing nations facing similar revenue challenges.
The integration of AI systems like Publican AI helps reduce human error and potential corruption in tax collection processes. It also allows for more efficient identification of tax evasion and avoidance. This leads to a more equitable distribution of the tax burden among citizens and businesses. The GRA's commitment to digital transformation reflects a global trend where governments use technology to enhance transparency and accountability. This strategic shift is vital for Ghana's long-term economic growth and development. It provides a stable financial foundation for public services and infrastructure projects. The GHS 1 billion gain represents a significant step towards fiscal self-reliance and improved public finance management.
