Parliament’s Youth and Sports Committee has identified serious problems with spending and how contracts were given out for the 2023 African Games. Committee Chairman Ernest Henry Norgbey stated these issues were “enormous” after their review. Latest audit reports seem to confirm the committee’s earlier findings. The committee had previously met with leaders from the Local Organizing Committee (LOC) for the Games. They discussed worries about how money was being spent. Mr. Norgbey mentioned they met the LOC chairman and the entire committee at Alisa Hotel last year. During these meetings, they saw that the problems were substantial. These serious concerns led the parliamentary committee to think about holding a public hearing. Their initial review found many suspected problems. These included paying too much, high costs for food services, and getting limited bids for contracts. They also noted incorrect prices and missing paperwork for some payments.
Mr. Norgbey explained that the issues they found matched almost everything in the later audit reports. This includes claims of over-invoicing, excessively high catering service costs, single-source procurement, overpricing, and missing evidence for some transactions. The committee decided they needed a public hearing. But before the hearing, the President ordered an investigation. He directed the right government body to look into the matter thoroughly. Mr. Norgbey also alleged that during their investigation, a small group of officials seemed responsible. He stated that these problems were handled by only three people at the time: the LOC chairman, the Minister, and the Chief Director. The committee is now waiting for more results from ongoing investigations.
