Ghana's Public Interest and Accountability Committee (PIAC) has expressed significant concern over the abandonment of several development projects across the country. This includes the crucial Agenda 111 hospital project at Tease in the Afram Plains North District, Eastern Region. These stalled projects receive funding from Ghana's petroleum revenues.
PIAC urges the government to prioritize the completion of these vital projects. The Committee specifically highlighted health sector initiatives to improve healthcare delivery. Finishing these projects would also accelerate socio-economic development in beneficiary communities.
This situation fits into a broader pattern of project delays and non-completion in Ghana, often leading to inefficiencies in public spending. Abandoned projects represent significant sunk costs and a failure to deliver promised infrastructure. Petroleum revenues, which totaled GHS 4.2 billion in 2023, are meant to drive such development. The non-completion impedes progress and reduces public trust in how these funds are managed.
PIAC Committee Member Samuel Bekwin stressed the need for urgent government intervention. He called for completing stalled projects so citizens can fully benefit from petroleum revenues. Mr. Bekwin also advocated for stronger efforts to attract investment into Ghana's petroleum sector. This investment would support the Ghana National Petroleum Corporation (GNPC) in boosting crude oil production, which has seen a decline in recent years.
The abandonment of projects has immediate implications for the affected communities. Residents in areas like Tease currently lack essential services. The Chief of Forifori, Nana Gyima Brempong Yeboah II, expressed disappointment over the stalled hospital project. He described it as critical for healthcare delivery in an area lacking a district hospital. The Church of Pentecost has shown interest in partnering to complete the facility. Swift government engagement is needed to finalize these arrangements. Decision-makers must now act to reassess and reactivate these critical infrastructure initiatives.
PIAC conducted a monitoring and evaluation tour, inspecting petroleum-funded projects in both Afram Plains North and South districts. During this tour, the Committee observed that several facilities remain stalled or completely abandoned. The Agenda 111 hospital project at Tease is a major healthcare facility. It was found to be incomplete despite its strategic importance to local residents. PIAC also noted the abandonment of several educational infrastructure projects. Only one water irrigation project was reported as completed and operational within these inspected areas.
Stakeholders emphasize that completing the Tease hospital project is key. It would significantly improve healthcare access for residents in both Afram Plains North and South districts. Continued delays could undermine public confidence in government initiatives and the use of national resources for development.
