Ghana ICT Boom Delivers Limited Gains Worth GHS 21 Billion

    1 min read2 min listen

Ghana's information and communication technology (ICT) sector has grown faster than any other part of the economy, yet it has contributed little to the broader expansion of national output.

The sector's value added rose from GHS 4.4 billion in 2016 to GHS 21 billion in 2022. ICT averaged 20.5 percent annual growth over the period.

The sector's link to finance and insurance is -0.78, and its link to trade is -0.66. Meanwhile, trade tracks GDP closely, with a correlation of 0.88. The Ghana Digital Economy Outlook 2026 states that the correlation coefficient between ICT and GDP is a mere 0.03, indicating virtually no linear association over the period.

The study describes this as a paradox, noting that “ICT is simultaneously Ghana’s fastest-growing sector and one of its least integrated with the broader economy.” Its contribution to annual GDP growth remained below 1.2 percentage points throughout the period. The findings suggest that digital technology has not yet become deeply embedded in the production and operations of other sectors.

A new diagnostic report by the Ministry of Communication, Digital Technology and Innovations and the German Agency for International Cooperation (GIZ Ghana) proposes a unified digital economy task force under the Ministry of Finance or the Office of the President to coordinate regulations across ICT, finance, transport and commerce.

The study also recommends that the Ghana Statistical Service publish a quarterly Digital Economy Multiplier Index to track how digital growth translates into productivity, employment and output across other sectors.

The negative relationship with the financial sector may also reflect regulatory gaps and competition between fintech firms and traditional financial institutions, instead of stronger collaboration between the two. The study proposes a Digital Sector Stabilisation Fund to support smaller firms during economic downturns.
