Ghana and Burkina Faso Explore $1 Billion Trade Partnership

    1 min read2 min listen

Ghana and Burkina Faso are exploring a bilateral trade and investment agreement to expand cooperation in agro-processing and manufacturing, seeking to build on annual formal trade exceeding $1 billion.

The proposed partnership would provide a framework for collaboration in shea, cotton, leather, handicrafts and agricultural value chains, while addressing barriers that make cross-border commerce more costly for businesses. Ghana’s Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, outlined the initiative at the opening of the 18th International Arts and Crafts Fair of Ouagadougou.

The initiative remains a proposal, and its commercial significance will depend on the commitments eventually agreed, the arrangements for implementation and the extent to which businesses can translate closer government cooperation into investment. For both countries, the opportunity extends beyond increasing the movement of finished goods across their shared border.

Stronger links between farmers, processors, manufacturers and distributors could help develop production networks in which raw materials undergo more transformation within the region. Shea, cotton and leather are among the sectors identified for cooperation. Each offers opportunities to connect agricultural production with manufacturing.

Ofosu-Adjare emphasised the need to improve border management, harmonise standards and facilitate the movement of goods. Those priorities address practical constraints that can prevent neighbouring markets from functioning as accessible destinations for businesses. Delays at borders, differing product requirements and transport costs can reduce the competitiveness of goods.

A trade agreement that simplifies procedures and improves clarity could therefore have value beyond any increase in headline trade figures. More predictable processes would allow businesses to plan deliveries, manage inventories and assess the cost of entering neighbouring markets with greater confidence.

Ghana already supplies Burkina Faso with products including plastics, household goods, steel, fertilisers, cement, pharmaceuticals and beverages. Agricultural products such as livestock, onions, tomatoes, sesame and shea offer opportunities for trade in the opposite direction.
