Ghana has 2 million youth aged 15 to 35 who are neither working nor enrolled in education or training. This represents 19.5% of the age group.

The number of young farmers aged 15 to 24 collapsed from 866,000 in 2010 to 381,000 in 2021.

The gender dynamics of this idle workforce reveal an urgent commercial concern. Over 60% of all NEET youth in Ghana are women. The Central Region posted the nation’s highest youth NEET rate at 25.3%.

Ghana’s real economy faces an alarming generational exodus from rural enterprise. The number of young people in agriculture aged 15 to 35 decreased from 1,223,000 in 2010 to 381,000 in 2021. The remaining young agricultural workforce is increasingly male-dominated.

The Ghana Statistical Service (GSS) report notes that a youth bulge is entirely a conditional opportunity. If jobs grow slower than the youth demographic, Ghana faces severe demographic pressure. The report concludes with a clear economic mandate that Ghana is not short of educated young people, but is short of education matched to the work that actually exists.

According to the GSS report, re-engaging female NEET youth and revitalizing modern agribusiness for young entrepreneurs are imperative steps before Ghana’s demographic window closes completely. The GSS data exposes a severe bottleneck in human capital utilization that threatens the nation’s broader macroeconomic stability.

The Ghana in Numbers 2025 report published by the GSS provides detailed data on the severity of the issue. The report stresses that the youth bulge poses direct risks to food production, supply chain resilience, and industrial raw material costs.
