All 261 of Ghana’s Metropolitan, Municipal and District Assemblies will undergo a public financial management review, with detailed Public Expenditure and Financial Accountability assessments in 10 selected assemblies, the Ministry of Finance said on 6 November 2026.
The ministry launched the exercise with the World Bank to examine budgeting, revenue mobilisation, expenditure management, procurement and accountability at local government level.
Chief Director Patrick Nomo, speaking on behalf of Finance Minister Cassiel Ato Forson, urged assessment teams to investigate why financial management weaknesses persist rather than simply check whether procedures exist.
He said transferring resources to assemblies should be accompanied by efforts to strengthen their ability to manage funds and maintain local infrastructure. The ministry said the review would identify gaps and recommend practical improvements.
World Bank Lead Public Sector Specialist Raymond Muhula described the initiative as government-led and said higher allocations to assemblies needed to translate into better services for communities.
Switzerland’s State Secretariat for Economic Affairs is supporting the exercise alongside the World Bank, in collaboration with the Inter-Ministerial Coordinating Committee on Decentralisation.
The 261-assembly review and the detailed assessments in 10 assemblies are distinct parts of the initiative. The ministry’s launch statement does not publish assessment results or identify the 10 selected assemblies.
